Netherlands is a prosperous industrial and trading nation, and has an elaborate system of higher education that has not been adopted from elsewhere but is firmly rooted in its own traditions.

Netherlands has 14 universities, including the Open University. In principle these institutions train students to be scientists and scholars, although many study programs also have a professional component and most graduates indeed find work outside the research community. The study programs offered by the universities of professional education are all career oriented. The country has more then 50 such higher education institutions.Only in a few cases is supplementary language instruction available. The shorter courses usually do not allow enough time for language study. For International Education there are fifteen institutes that offer post-graduate courses in a wide range of fields. The courses are conducted an English and have been designed with foreign students in minds. The universities and the universities of professional education also offer international courses taught in English.

Higher education in the Netherlands enjoys a worldwide reputation for its high quality. All study programs are regularly evaluated by committees of independent experts which are appointed by the associations of the two types of universities.

TOEFL  
Visa
To enter the Netherlands for study purposes, people from most countries need a visa. Foreign students may need one of several types of visa before coming to the Netherlands.
Students who wish to stay for less then three months should check whether they need a short stay visa in order to enter the Netherlands. The most recent list of countries from which residents require short stay visas can be found on the website of Immigration and Naturalization Service: http://www.immigratiedienst.nl

Students who wish to stay for more then three months will need a different form of entry visa:
an authorization for temporary stay, which in Dutch is called MVV. Only students from the EU or EER or from Australia, Canada, Japan, Monaco, New Zealand, Vatican City, the USA or Switzerland do not need an MVV. Everyone else does.
In order to do an internship or work placement in the Netherlands, students from outside the EU or EEA need a work permit in addition to their MVV? For an internship, a permit is available which is valid for a maximum of One year. Students must prove that internship is necessary for the completion of their studies. For a work placement, a permit is available which is valid for a maximum of six months.

Students with a residence permit for study purposes are allowed to do paid work for a maximum of Ten hours a week during the year or full time during the months June, July and August. Students from outside the EU or EEA need a work permit for this.
Fellowships are available for some of the courses. The Netherlands government offers grants to people from developing countries through the various schemes under the Netherlands Fellowships Program (NFP).
 
International Education
Education for International students started in the1950s when specialized Institution for International Education were established. Their main objective has been to offer high quality education to international students, especially coming from developing countries and countries in transition. Today 15 institutions of international education provide over 150 specialized programs and courses designed primarily for professionals who have already embarked on their careers. Most programs and courses are at post graduate level and relatively short. The programs and courses introduce participants to new methods and techniques; above all the education is practical.
At the same time 14 universities and 56 universities of professional education are conducting a growing number of their study programs and courses in English for the benefit of both their own students and international students. These include courses that are part of regular degree programs, as well as special courses. A full study program may take four to five years to complete.

Language requirements
A good command in English is an absolute necessity for all the courses. A TOEFL (test for English as a Foreign Language) score of at least 550 points (paper based test) or at least 213 points (Computer based test) or its equivalent is a requirement. Only in a few cases is supplementary language instruction available. The shorter courses usually do not allow enough time for language study.

What are the costs?
Tuition fees vary between 200 euros for short courses and 89,000 euros for master's degree programs. Most study programs cost between 1,500 to 15,000 euros.
To live modestly in the Netherlands costs between 700 and 900 euros a month for a single person.
