To enter the Netherlands for study purposes, people from most countries need a visa. Foreign students may need one of several types of visa before coming to the Netherlands.
Students who wish to stay for less then three months should check whether they need a short stay visa in order to enter the Netherlands. The most recent list of countries from which residents require short stay visas can be found on the website of Immigration and Naturalization Service:

Students who wish to stay for more then three months will need a different form of entry visa:
an authorization for temporary stay, which in Dutch is called MVV. Only students from the EU or EER or from Australia, Canada, Japan, Monaco, New Zealand, Vatican City, the USA or Switzerland do not need an MVV. Everyone else does.
In order to do an internship or work placement in the Netherlands, students from outside the EU or EEA need a work permit in addition to their MVV? For an internship, a permit is available which is valid for a maximum of One year. Students must prove that internship is necessary for the completion of their studies. For a work placement, a permit is available which is valid for a maximum of six months.
Students with a residence permit for study purposes are allowed to do paid work for a maximum of Ten hours a week during the year or full time during the months June, July and August. Students from outside the EU or EEA need a work permit for this.
Fellowships are available for some of the courses. The Netherlands government offers grants to people from developing countries through the various schemes under the Netherlands Fellowships Program (NFP).
